Hurricane Harvey aerials. Residential home sit right next to flooded out oil refinery storage tanks in Port Arthur more than a week after Hurricane Harvey hit the area. The human impacts of Hurricane Harvey have been staggering, and the greatest concern is for the people struggling in its aftermath.
